ACTIVITY AND STRUCTURE REGULATIONS OF THE NATIONAL MEDICAL COORDINATION CENTER
ISSUED BY THE MINISTRY OF PUBLIC HEALTH

Section I
General Status


Art.1 This regulatory book determines the structure and major activities of the National Medical Coordination Center (NMCC)

Art. 2 The National Medical Coordination Center is a health care institution, a company subsidized by the state budget – a secondary steward with budget credits by the Minister of Public Health, located in Sofia, 3 Bul. “Georgi Sofiyski”

Art. 3 (1) The National Medical Coordination Center carries out its major activity independently and with a cooperation with state administrative departments, physical persons and companies

(2) The National Medical Coordination Center carries out activities with continuous and permanent management, organizing and coordination of the activity, related to medical insurance and health care of the Citizens of Republic of Bulgaria and alien citizens, who reside within the borders of the state, with a top priority in crisis situations (disasters, accidents, catastrophes and terrorist activities etc.) through organizing of first aid assistance, evacuation and necessary health treatment.

Art. 4 The Revenues of the NMCC are formed and distributed with reference to Art.24, paragraph 1 and 2 of the Public Healthcare Law


Section II
Functions and Objectives


Art.5 The National Medical Coordination Center:
1. Uninterruptedly receives, processes and discloses information of the medical situation in the country
2. prepares expertise evaluation of the situation and the possibilities of the medical forces and resources in the country
3. organizes and establishes coordination of the medical assistance of victims in crisis occasions, by:
a) creates medical assistance plans for the victims;
b) coordinates the activities of the healthcare institutions for immediate medical assistance and service to the victims
c) coordinates the activity of the medical crews and the national consultants
d) coordinates the stream of people in cases of evacuation
4. Conducts training sessions for medical and other experts and crews for operations at times of crisis
5. organizes the medical assistance for victims Bulgarian citizens outside the state borders when necessary
6. builds, maintains and administrates information system with a database, consisting of the registered healthcare institutions and the possible hazardous buildings or with hazardous manufacturing processes
7. conducts education courses and renders systematic assistance to a series of specialists for continuous medical care
8. designs reactionary plans in times of specific crisis for the life and health protection of the population
9. analyzes and develops predictions, concerned with the perpetual healthcare of the population, in times of crisis
10. organizes and conducts training sessions for the population for taking actions in times of crisis
11. participates in international programs, projects, humane and other events, concerned with the healthcare in times of crisis
12. organizes day and night duty of healthcare assistance for the population and maintaining the readiness for acting in times of crisis
13. receives on a daily basis, data by the district healthcare centers, related to disclose of the vacant accommodation possibilities of the healthcare institutions
14. processes and analyses the data from p.13 and discloses it in graphical-chart type to the Ministry of Public Health
15. receives data by SRIOKOZ about the epidemic situation in the country, when necessary



Section III
Structure


Art. 6 (1) The Structure of NMCC includes departments with divisions
(2) The departments are:
1. “Management”
2. “Specialized”
3. “Administrative-economic”
(3) The director approves the department structure and the regular schedule of NMCC within the frameworks of the approved regular number


Section IV
Management

Art. 7 (1) The Administration of NMCC is carried out by the director, who holds the position, based on a preliminary competition, announced by the Minister of Public Health
(2) His labor contract is signed by the Minister of Public Health
(3) The director:
1. Manages, organizes and controls the overall activity of NMCC and represents it before third persons
2. signs contracts, related to the activity of NMCC, and takes decisions for the realization of assigned social orders, related to the activity of NMCC, according to the Law of Social Orders
3. Is an employer of the entire NMCC employee staff
4. controls the resources, provided by the state budget and other sources, and takes responsibility for their proper, purposeful and legal utilization
5. approves regulatory books, instruction manuals and other internal department deeds, related to the activity of NMCC
6. prepares a draft budget, when assigned by the Minister of Public Health
7. prepares an annual report to the Minister of Public Health, related to the activity of NMCC and account for the execution of his budget
8. conducts other activities related to the management of the center.
(4) The Activity of the Director is assisted by the Director’s Council, which includes:
1. Assistant Director
2. Department Directors
3. Legal Adviser
4. Chief Accountant
(5) The activity of NMCC is carried out through preliminary designed annual plan, approved by the Director’s Council meeting

Art.8 When absent, the director’s responsibilities and functions are executed by a pre-determined person, in all particular cases

Art. 9 The director of NMCC is attested on a three-year cycle

Art. 10 The Major Objectives of the attestation are:
1. determination of the professional level of qualification and management skills of the director
2. evaluation of the execution of his duties, regulated by the statue-books and the functionary characteristic
3. improvement of the NMCC major activity

Art. 11 The Attestation is executed in NMCC within a 3-month period after the expiration of the preceding attestation

Art. 12 (1) The attestation is executed by a committee, approved by the Minister of Public Health for all particular cases
(2) The Committee chairman informs the director of NMCC, according to Paragraph 1, about the date of attestation, but not later than 5 days prior to its execution

Art. 13 The Committee is obliged to make an objective and fair evaluation, competent and based on objectively-specified circumstances

Art. 14 The attestation is executed, based on the following indicators:
1. professional qualification and management skills, that include evaluation of the professional growth, efficiency, planning, coordination and control of the activity, recognition and usage of the regulatory deeds and their practical application; organization of the document-processing efficiency;
2. organization of the NMCC major activity, which includes evaluation of: the human resources condition, undertaken activities, related to the employees’ qualification, organizational skills, initiative skills, skills for determining objectives and analyzing the outcomes, condition of the information infrastructure, skills for the efficient current maintenance and management of the immovable property, struggle against the corruption, team-work skills;
3. Volume, quality and efficiency of the NMCC major activity, which includes evaluation of: the activity of the departments and divisions; efficiency of the interaction with the state administration, physical persons and companies, financial policies, timeliness, accuracy and comprehensiveness of the reports presented to the Ministry of Public Health, and the media policies.

Art. 15 Based on the complex analyses of the activity according to art.14 the attestation could be:

1. Negative
2. Unsatisfactory
3. Satisfactory
4. Excellent

Art.16 The evaluations of the various indicators and the overall assessment are registered in the attestation card, which is signed by the members of the Director’s committee

Art. 17 In case of disagreement with the evaluation, the director has the right to submit a motivation written objection

Art. 18 The written objection according to Art. 17, is submitted to the Minister of Public Health in a three-day period, from the date, when the director has signed the attestation card

Art.19 (1) The Minister of Public Health is obliged to enunciate in relation with the written objection in a ten-day period from the delivery, and this is his final decision
(2) The Minister of Public Health can consent to the objection as justified or reject it
(3) Then the Minister of Public Health consents to the objection as justified, a new attestation is executed in one-month period from his decision

Art. 20 The filled and signed attestation cards are stored in the personal work file of the NMCC Director

Art. 21 The Minister of Public Health can cease the labor relations with the director of NMCC, if he has negative attestation, with a notification in accordance with Art. 328, Para 1, p.5 from the Labor Code


Closing Regulations


Single Paragraph. This regulatory book is published based on art.22, Para 3 and art. 23, Para 2 of the Public Healthcare Law, and revokes the Activity and Structure Regulations of the National Medical Coordination Center (OG, issue 94, 2004).
